Heavener City Council to discuss rate hike, violations

Heavener City Council to meet in regular business meeting 6 p.m. Thursday at Heavener’s City Hall at 103 East Avenue B.

Here is the agenda:

  1. Presentation from OMAG representative Kyle Ward concerning rate increases.
  2. Approval of minutes from previous meeting.
  3. Approval of purchase orders presented for payment.
  4. City manager’s report.
  5. Consider, discuss and take action on the professional service agreement as presented by representative Clay Caughern from Wells, Wann & Company.
  6. Consider, discuss and take action on Resolution #2025-001 for reallocation the Choctaw Nation funds of $45,598 from the Lamplight Theater project to another project.
  7. Discussion on budget hearing held for the public at 5 p.m. on 6-5-2025.
  8. Consider, discuss and take action to approve FY 25-26 budget as presented by accounts payable clerk Samantha Eubanks.
  9. Consider, discuss, and take action to approve resolution #2025-002 budget adoption.
  10. Consider, discuss and take action to approve blanket purchase orders for fiscal year 25-26.
  11. Consider, discuss and take action on ordinance #784-25 for wholesale water rates to be adjusted to accommodate the PVIA rate increase.
  12. Consider, discuss, and take action on ordinance #784-25 for commercial and residential water rates to be adjusted to accommodate the PVIA rate increase.
  13. Consider and take action on code violations for Riley Easton for property located at 505 East First Street for dilapidated building.
  14. Consider and take action on code violations for Larry, Katherine and Kurt Fassette for property located at 500 East First Street for dilapidated building.
  15. Consider and take action on code violations for Luis Gavina et al, for property located at 500 East First Street for dilapidated building.
  16. Consider and take action on code violation for Miranda and Michael Green for property located at 119 East First Street for dilapidated building.
  17. Consider and take action on code violation for Miranda and Michael Green for property located at 117 East Avenue C for dilapidated building.
  18. Consider and take action on code violations for Miranda and Michael Green, Glenda Seiter, for property located at east side of Reeve’s Lane and Old Pike for dilapidated building.
  19. Consider and take action on code violations for Gaston Hernandez-Perez and Gabriela Robledo-Guerroro for property located at 1101 Morris Creek for dilapidated building.
  20. Consider and take action on code violation for John Smith estate c/o Matt Kennerson for property located at 200 Walker for dilapidated building.
  21. Consider and take action on code violation for Bryan Thompson for property located at 603 East Avenue H for dilapidated building.
  22. Consider and take action on code violations for Lea Ann Trejo for property located at 402 East Third for rank weeds and grass.
  23. Consider and take action on code violations for Edgar and Isabel Martinez for property located at 700 East Avenue First for rank weeds and grass.
  24. Consider and take action on code violations for Jerry Andrews Sr. and Lenda Andrews for property located at 201 East Third Street for rank weeds and grass.
  25. Consider and take action on code violations for Natalie Medina and Rueben Rodriguez for property located at 201 East Third Street for rank weeds and grass.
  26. Consider and take action on code violations for Brandy Hill for property located at 903 West Second Street for rank weeds and grass.
  27. Consider and take action on code violations for Billy and Judith Huie for property located at 105 East Avenue A for rank weeds and grass.
  28. Consider and take action on code violations for Lisa McGee for property located at 109 East Avenue A for rank weeds and grass and accumulation of trash.
  29. Consider and take action on code violations for Hailey Allen Nichole Harris for property located at 107 Howell Street for rank weeds and grass and accumulation of trash and keeping vehicles with expire tags on property.
  30. Department heads’ reports.
  31. Trustees’/chairman’s report.
  32. New business/public comments (the public will be recognized by the mayor from a sign-in sheet, where each citizen wishing to address the city commission, shall sign their name and the request or purpose for being recognized).
  33. City commission votes to enter into executive session (requires majority vote of quorum of members present to enter).
  34. Enter executive session with city manager and attorney for confidential communications as authorized by 25 O.S. Section 307 (B) concerning:
  35. Promotion for part-time admin assistant for the police department Ashley Woodral to full-time at the rate of $15 per hour.
  36. Promotion for part-time police officer for the police department of Dayton Henson to full time at the rate of $17.50 per hour.
  37. Mayor’s proposal of employee structure.
  38.  Reconvene in open meeting.
  39. Consider, discuss and take action for the promotion for part-time admin assistant for the police department Ashley Woodral to full-time at the rate of $15 per hour.
  40. Consider, discuss and take action for the  Promotion for part-time police officer for the police department of Dayton Henson to full time at the rate of $17.50 per hour.
  41. Consider, discuss and take action on the mayor’s proposal of employee structure.
  42. Adjourn.
