LeFlore County commissioners minutes for Monday’s regular business meeting with Chairman Jamie Oliver presiding. Also present were 1st Deputy Mike Parker for District 1, Member Josh Blaylock and County Clerk Kelli Ford. Absent: Vice-Chair Vallard Campbell.

- Chairman Jamie Oliver called meeting to order.
- Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve the minutes of regular meeting held September 8, 2025. Motion was approved, all voting yes.
- Motion was made by Jamie Oliver and seconded by Mike Parker to approve purchase orders and payroll claims as presented. Motion was approved, all voting yes.
- Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve monthly fee reports as presented by LeFlore County Court Clerk. Motion was approved, all voting yes.
- Motion was made by Jamie Oliver and seconded by Mike Parker to approve the following transfers of appropriations:
- $344.53 each from D1 and D2 T-1A Personal Services account and $344.54 from D3 T-1A Personal Services account, for a total of $1,033.60 to (A) T-1A account.
- $3,000 from Spec911-2 M&O account to Spec911-1A Personal Services account.
Motion was approved, all voting yes.

- Motion was made by Josh Blaylock and seconded by Mike Parker to approve request for floodplain services and permit application as submitted by LeFlore County Rural Water District 12 regarding construction within County right of way located at Section 35, Township 7 North, Range 26 East, LeFlore County. Motion was approved, all voting yes.
- Motion was made by Josh Blaylock and seconded by Mike Parker to approve KEDDO REAP closeout document and affidavit certifying REAP project completion of K9031-25. Motion was approved, all voting yes.
- Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve resignation letter as submitted by Vallard Campbell from the Board of County Commissioners and LeFlore County Highway Department District 1, effective September 5, 2025; and appointment of Mike Parker, First Deputy for District 1, as interim member to the Board of County Commissioners and LeFlore County Highway Department District 1. Motion was approved, all voting yes.
- Motion was made by Jamie Oliver and seconded by Mike Parker to acknowledge Executive Proclamation issued by the State of Oklahoma Governor J. Kevin Stitt ordering a Special Election to fill the vacancy in the office of LeFlore County Commissioner District 1. Motion was approved, all voting yes.
- Motion was made by Jamie Oliver and seconded by Josh Blaylock to appoint Josh Blaylock as member to the Circuit Engineering District 3 Board of LeFlore County (CED #3) to replace Vallard Campbell. Motion was approved, all voting yes.
- Motion was made by Mike Parker and seconded by Jamie Oliver to appoint Josh Blaylock to the Kiamichi Economic Development Board of Trustees of LeFlore County (KEDDO) to replace Vallard Campbell. Motion was approved, all voting yes.
- Motion was made by Jamie Oliver and seconded by Josh Blaylock to acknowledge Public Building Authority’s action to approve resolution and bid notice advertising to accept sealed bids regarding the EMS/ 911 building parking lot resurfacing project. Motion was approved, all voting yes.
- Motion was made by Josh Blaylock and seconded by Mike Parker to approve resolution and bid notice advertising to accept sealed bids for road construction on Reichert/ Summerfield Road to benefit LeFlore County Commissioner District 2. Motion was approved, all voting yes.
