Attendance:

I. Opening & General Administration

  • Call to Order: Meeting called to order by Chairman Jamie Oliver.
  • Minutes: Approved the minutes from the regular meeting held on April 27, 2026.
  • Financials:
    • Approved all purchase orders as presented.
    • Approved blanket purchase orders (on file in the County Clerk’s office).
    • Approved monthly fee reports from the Health Department, Solid Waste, and County Clerk.
    • Approved the Treasurer’s Monthly Report for April 2026.
  • Annual Reporting: Approved the 2026 annual SLFRF Compliance Report submitted by Wells, Wann & Company, CPA PC.

II. Financial Transfers & Resolutions

  • Appropriation Transfers:
    • $3,000: From FDLEF-2 M&O to FDLEF-2R Lease/Rental.
    • $12,000: From FDHOG-2 M&O and 2R Lease/Rental ($6,000 each) to FDHOG-3 Capital Outlay.
  • Highway Expenditures: Approved the resolution for maximum highway expenditures for May 2026.
  • Grant Funds: Approved the return of $125,000 in 2024 Opioid Abatement grant funds to the Oklahoma Office of the Attorney General.

III. Sheriff’s Department Matters

  • Honors: Approved a resolution declaring April 19 as Deputy Thomas Walker LeMay Day and officially retiring badge #404.
  • Equipment/Infrastructure: Acknowledged license agreement No. SWPA-RS-3-26-0013 with the Southwestern Power Administration for equipment placement on the Kiamichi radio tower site.
  • Inventory & Surplus:
    • 2022 Ford F150 (B-302.058): Declared surplus; sold to District 2 for $13,000.
    • 2023 Ford F150 (B-302.061): Declared surplus; sold to District 2 for $15,000.
    • 2024 Ford Truck (B-302.068): Declared surplus; junked as a total loss.

IV. Infrastructure & Legal

  • Flood Plain Permit: Approved permit #5042026091 for CoxCom, LLC for construction in the District 2 right of way (Sec 13, T6N, R24E).
  • Legal: Approved the submission of a tort claim by Steve Martin (for Sherrie Jespersen) to insurance provider ACCO.

V. Other Business

  • New Business: None discussed.
  • Burn Ban: Determined unnecessary at this time.
  • Contracts: No labor or service agreements presented.
  • Tabled Item: Discussion with Oklahoma Rehabilitation Services regarding the Business Enterprise Program was tabled.
