LeFlore County commissioner minutes 12-22-2025

LeFlore County commissioner minutes for the regular business meeting held Dec. 22 with Chairman Jamie Oliver presiding. Also, present were Member Mike Parker, Member Josh Blaylock and County Clerk Kelli Ford.

The following action was taken by the board:

• Chairman Jamie Oliver called meeting to order.
• Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve the minutes of regular meeting held December 15, 2025.  Motion carried, all voting yes.

• Motion was made by Jamie Oliver and seconded by Mike Parker to approve purchase orders as presented. Motion carried, all voting yes.

• Monthly Fee Reports: None presented.

• Transfer of Appropriations: None presented.

• Blanket Purchase Orders: None presented.

• New Business: None discussed.

• Contract Labor/ Service Agreements, Annual Contracts: None presented.

• Burn Ban: Not needed at this time. No discussion.

• Award bid regarding the purchase of LeFlore County 6 – month Highway Materials from January 1, 2026 through June 30, 2026 as follows:

Motion was made by Jamie Oliver and seconded by Mike Parker to award bid on grader blades for Highway Districts #2 and #3 to Dub Ross. Motion carried, all voting yes.

Motion was made by Jamie Oliver and seconded by Josh Blaylock to award bid on used tank car culverts for Highway Districts #1, #2 and #3 to The Railroad Yard. Motion carried, all voting yes.

(11.)     Motion was made by Josh Blaylock and seconded by Mike Parker to approve resolution authorizing the County Commissioner of LeFlore County District 2 to apply for a grant under the Oklahoma Unpaved Roads Program in the amount of $75,000 for the benefit of County Commissioner District 2. Motion carried, all voting yes.

(12.)     Motion was made by Josh Blaylock and seconded by Mike Parker to approve programming resolution for project number 26-CBRI-D2-RD-P091 related to improvements on 310^th Avenue, located in Bokoshe, Oklahoma. Motion carried, all voting yes.

(13.)     Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve flood plain development permit application numbers 12152025603, 12152025604, 12152025605, 12152025606 as submitted by ACRS Telecommunications Engineers regarding installation of fiber optic lines within county right of way located in LeFlore County Commissioner District 3, Section 1, Township 4 North, Range 25 East. Motion carried, all voting yes.

(14.)     Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve flood plain development permit application numbers 12152025607, 12152025608, 12152025609, 12152025610 as submitted by ACRS Telecommunications Engineers regarding installation of fiber optic lines within county right of way located in LeFlore County Commissioner District 3, Section 2, Township 4 North, Range 25 East. Motion carried, all voting yes.

(15.)     Motion was made by Jamie Oliver and seconded by Josh Blaylock to approve flood plain development permit application numbers 12152025611, 12152025612, 12152025613 as submitted by ACRS Telecommunications Engineers regarding installation of fiber optic lines within county right of way located in LeFlore County Commissioner District 3, Section 4, Township 4 North, Range 25 East. Motion carried, all voting yes.

(16.)     Motion was made by Jamie Oliver and seconded by Mike Parker to approve flood plain development permit application number 12152025614 as submitted by ACRS Telecommunications Engineers regarding installation of fiber optic lines within county right of way located in LeFlore County Commissioner District 3, Section 5, Township 4 North, Range 25 East. Motion carried, all voting yes.

(17.)     Motion was made by Jamie Oliver and seconded by Mike Parker to approve flood plain development permit application number 12152025615 as submitted by ACRS Telecommunications Engineers regarding installation of fiber optic lines within county right of way located in LeFlore County Commissioner District 3, Section 6, Township 4 North, Range 25 East. Motion carried, all voting yes.
