LeFlore County commissioner minutes: Sept. 28, 2026

LeFlore County commissioner minutes from the regular business meeting held Monday with Chairman Jamie Oliver presiding. Also present were Vice Chairman Mike Parker, Commissioner Josh Blaylock and County Clerk Kelli Ford.

The following action was taken by the board:

1. Chairman Oliver called the meeting to order.

2. Motion was made by Parker and seconded by Blaylock to approve the minutes of the regular meeting held Sept. 21, 2026. Motion carried, all voting yes.

3. Motion was made by Oliver and seconded by Blaylock to approve purchase orders as presented. Motion carried, all voting yes.

4. Monthly fee reports: None presented.

5. Motion was made by Parker and seconded by Blaylock to approve the transfer of appropriations in the amount of $9,313 from the FDBOK-2 M&O account to the FDBOK-2R Lease/Rental account to benefit the Bokoshe Fire Department. Motion carried, all voting yes.

6. Blanket purchase orders: None presented.

7. New business: None discussed.

8. Contract labor/service agreements/annual contracts: None presented.

9. Motion was made by Oliver and seconded by Blaylock to extend the burn ban for LeFlore County through Oct. 5, 2026. Motion carried, all voting yes.

10. Motion was made by Oliver and seconded by Parker to approve a resolution allowing the county treasurer to reinvest surplus county health department funds for October 2026. Motion carried, all voting yes.

11. Motion was made by Blaylock and seconded by Parker to approve a resolution and certification letter authorizing LeFlore County Commissioner District 2 to apply for a $75,000 grant under the Oklahoma Unpaved Roads Program for project number 26-CBRI-D2-RD-P103, Phase 2 of Old Monroe Highway improvements. Motion carried, all voting yes.

12. Motion was made by Oliver and seconded by Parker to approve programming resolutions for project numbers 26-CBRI-D3-RD-P091 (Benson Lane) and 26-CBRI-D3-RD-P092 (Gardenhire Road), authorizing road improvements on each project in LeFlore County Commissioner District 3. Motion carried, all voting yes.

13. Motion was made by Oliver and seconded by Blaylock to approve a resolution appropriating 72% of all future use tax collections to the county general account and 28% to the highway use tax accounts, to be split evenly between LeFlore County Highway Commissioner Districts 1, 2 and 3. Motion carried, all voting yes.

14. Motion was made by Oliver and seconded by Blaylock to approve a County Primary Road Maintenance Act resolution concerning project number 40-84C-D3-015 on Walker Mountain Road for LeFlore County Highway District 3. Motion carried, all voting yes.

15. Motion was made by Oliver and seconded by Parker to approve the Interstate 40 Crosstown steel beam transfer form regarding surplus steel beams resulting from the deconstruction of the Interstate 40 Crosstown Bridge in Oklahoma County. Motion carried, all voting yes.

16. Motion was made by Oliver and seconded by Parker to approve floodplain development permit application number 9282026135, submitted by ACRS Telecommunications Engineering, regarding construction within county right-of-way in LeFlore County Commissioner District 3, Section 4, Township 4 North, Range 26 East. Motion carried, all voting yes.

17. Motion was made by Oliver and seconded by Blaylock to approve floodplain development permit application number 9282026136, submitted by ACRS Telecommunications Engineering, regarding construction within county right-of-way in LeFlore County Commissioner District 3, Section 8, Township 4 North, Range 26 East. Motion carried, all voting yes.

18. Motion was made by Parker and seconded by Blaylock to approve floodplain development permit application number 9282026137, submitted by ACRS Telecommunications Engineering, regarding construction within county right-of-way in LeFlore County Commissioner District 3, Section 5, Township 4 North, Range 26 East. Motion carried, all voting yes.

19. Motion was made by Parker and seconded by Blaylock to approve floodplain development permit application number 9282026138, submitted by ACRS Telecommunications Engineering, regarding construction within county right-of-way in LeFlore County Commissioner District 3, Section 6, Township 4 North, Range 27 East. Motion carried, all voting yes.

20. Motion was made by Oliver and seconded by Parker to approve floodplain development permit application number 9282026139, submitted by ACRS Telecommunications Engineering, regarding construction within county right-of-way in LeFlore County Commissioner District 3, Section 10, Township 4 North, Range 26 East. Motion carried, all voting yes.

21. Motion was made by Blaylock and seconded by Oliver to approve floodplain development permit application numbers 9282026140 and 9282026141, submitted by ACRS Telecommunications Engineering, regarding construction within county right-of-way in LeFlore County Commissioner District 3, Section 2, Township 4 North, Range 26 East. Motion carried, all voting yes.

22. Motion was made by Blaylock and seconded by Parker to approve floodplain development permit application number 9282026142, submitted by ACRS Telecommunications Engineering, regarding construction within county right-of-way in LeFlore County Commissioner District 3, Section 36, Township 5 North, Range 26 East. Motion carried, all voting yes.

23. Motion was made by Oliver and seconded by Blaylock to adjourn. Motion carried, all voting yes: Oliver, Parker and Blaylock.
